Rilya Alert: Cherie Nicole Barnes

Rilya Alert: Cherie Nicole Barnes
Missing since December 1, 1986
from St. Louis, Missouri

--------------------------------------------------------------------------------

Vital Statistics
•Date Of Birth: July 30, 1984
•Age at Time of Disappearance: 2 years old

Circumstances of Disappearance
Cherie, her mother Elizabeth and stepfather moved from Nashville, TN to Kansas City, MO in 1986. Elizabeth, known as Sissy, was known to be a prostitute working in Independence Avenue for her husband. Elizabeth had custody of Cherie in 1986 when they both disappeared on December 1.

Elizabeth's body was discovered in the Mississippi River on February 14, 1987; the victim of homicide. At the time, no one had a clue who she was. Investigators classified her as a Jane Doe and buried the body in a pauper's grave. Seven years later, relatives from Nashville made a call to the St. Louis Police Department looking for Elizabeth. They discovered Elizabeth was the Jane Doe. At that point, it was determined Cherie was no where to be found so police opened a missing child investigation.

To locate the child police searched for the stepfather. They found him in prison on unrelated charges. He told police Cherie was living under a new name with his family members in Kansas City and refused to disclose her whereabouts.
Cherie has never been seen nor heard from again. She was supposed to be returned to relatives who received custody of her after her mother's murder.

Rilya Alert: Toni Danielle Clark

Rilya Alert: Toni Danielle Clark
Missing since March 16, 1990
from San Bruno, San Mateo County, California.

•Date Of Birth: June 4, 1972
•Age at Time of Disappearance: 17 years old
••Medical Conditions: Clark was two months pregnant at the time of her disappearance.

Circumstances of Disappearance
Clark had been visiting friends and family in a rough neighborhood of Oakland on March 16, 1990. Her cousin recalled that Toni had trouble starting her boyfriend's car as she was getting ready to head home. Her car stalled on the Bay Bridge, and by the time it was reported to the California Highway Patrol, it had been hit from behind by another motorist.
Police believe Toni was in front of her vehicle when it was struck, and that she was thrown into the water below. Toni's body was never recovered from the bay, even though Coast Guard rescuers began their search within six minutes of the collision.
The Highway Patrol consulted an expert who said the body would have followed the tide out to the Golden Gate Bridge, and a few weeks later the case was closed.
Witnesses on the bridge gave police conflicting statements about the person they saw near the car. Some remembered a black man looking under the hood. Others saw a man walking away from the vehicle. And no one actually saw a body go over the railing, only the wreckage of her car after it was struck.
In the car itself, a bracelet Toni never removed was found along with the keys to the car lying on the passenger side floorboard.
Clark's mother received a telephone call from a girl she believes was her daughter one week following her disappearance. The girl was crying on the line for approximately 40 seconds before the call was terminated. Police were unable to trace the call.

Rilya Alert Marlon Devine Santos

Rilya Alert Marlon Devine Santos
Missing since November 5, 1998
Worcester, Massachusetts
Classification: Endangered Missing

Vital Statistics
Age at Time of Disappearance
: 5 months old
Distinguishing Characteristics
: Hispanic male. Black hair; brown eyes.
Height and Weight
: 25 inches; 15 lbs

Circumstances of Disappearance
Marlon Santos, disappeared from his Worcester foster home in 1998. He had been placed in the home in August 1998.
The foster mother didn't report the baby missing for two days. Investigators were told was that the foster mother left the baby and two other foster children, ages 2 and 3, in the house alone while she drove eight miles to East Middle School and back to pick up two of her biological children. She told police that when she returned, the baby was gone. Her husband was out of town. His wife had picked him up in New York before reporting the baby missing.
Within a month, the foster father was charged with multiple counts of child rape of previous foster children.
The baby's birth mother had been in and out of a local shelter and, by some accounts, often left the child with friends and strangers for days at a time.
The baby's birth father had sought custody of the baby.
In the first year after the baby's disappearance, police received information that Marlon could be found along the banks of the Wachusett Reservoir in Holden. A search turned up a baby blanket, diaper and several other items of interest, but the infant's remains were never found.
Despite a rumor that the child was sold, possibly in New York, the district attorney has operated primarily on the theory that Baby Marlon is dead. No charges were ever lodged in connection with Marlon's disappearance and he has not been found.
